Regardless of whether CO2 is an issue or not, that needs to be taken care of.

Terrible. But none of those things can possibly be anything whatever to do with carbon dioxide which is not a pollutant, in any other sense, even if it is truly the "greenhouse gas of choice". CO2 is the main building block of all life on this planet, so scarcely a "pollutant"!
Sulphur dioxide is another matter. It must be one of the culprits here, along with other poisons and particulates spewing out of those chimneys, the cause of the breathing problems mentioned.
It is shameful. An object lesson for socialists everywhere. This is what their ideology leads to.
