In another age he could have... oh never mind.
Personally, I prefer the more considered tones of Nigel Farage and Dan Hannans performances in the hemicycle.

Yes he did rattle it off, but I would guess that that was more to do with keeping within allotted time, rather than anything else.
I like Farage too, haven't seen much of Hannans, but will take this opportunity to watch that video.
Out of curiosity, are Farage and Hannans taken more seriously by the likes of Sarkozy?

Personally I'd find being taken serious by Pres. Sarkozy almost as an insult - this is the man who introduced sandwiches to the Elysee and used his BlackBerry whilst in audience with the Holy Father.
